No. The API calls per minute figure is the rate limit for the real-time single-verification endpoint, which matters if you are calling the API live, for example checking an address at signup. Bulk uploads do not count against it. When you upload a list, our engine verifies it in the background with many checks running in parallel, so throughput comes from the engine, not from your plan's per-minute rate. Do not estimate a bulk job's finish time by dividing your list size by the calls-per-minute number.
